California lets Stellantis into the deal; 4xe restrictions to end

FCA US will have a bit more flexibility in meeting emissions targets over the next few years after having reached an agreement with the California Air Resources Board. Part of the deal is being carbon-net-zero by 2038, which is 14 years away.

Stellantis pledged to expand its commitment to electrification through educational efforts, collaborating with Veloz; providing discounted EVs to organizations in disadvantaged communities; and contributing an additional $10 million to public EV chargers. In addition, they agreed to follow California’s zero-emissions, light-duty vehicle sales requirements through 2030 even if the state cannot enforce its rules; and will not oppose California’s authority for emissions standards.

Their deal is similar to those reached by other major automakers in 2019, and allows for national sales figures to be used in meeting their California requirements. This means, among other things, that buyers in states where California emissions rules are in effect can once again find Jeep Wranglers without 4xe at their dealership. Due to their inability to participate in the special arrangements, Stellantis had restricted sales of PHEV to those states and sales of gasoline-engined cars to other states.

Stellantis sells five plug-in hybrids in the U.S. and is soon to sell the electric FIAT 500e and Ram ProMaster EV. Eight new BEVs are planned for this year, 48 by the end of the year.
